Their reason is quite plain to us, though it may not be so readily understged by those who have not an intlo- ate acquaintance with the Chinese and the system of Gov- erament under which they are placed their native land. The Chinese officials have far too great an arbitrary power over the persons and properties at their subjects, end they can make their power felt by those of their sub- jects rašiding even under the Brith fing either directly or indirectly through their friends end relations living in the interior of Chită. The Britià doverment do not afford any protection to the Chinese menats even though they be natuḥalised Prilish subjacta viandey happen to be on a temporary visit to their country\oforigin, and this fact contributes latpoly to increase ther four of the mandarino má to clása offectually their muths on any subject which has any international bear inchetsean the Government of drest Britain and Chias.
